Trouble in FarmVille: Facebook, gaming company face lawsuit over deceptive ads

For the players of Mafia Wars, Vampires, FarmVille and a handful of other Facebook games, the temptation of earning "virtual currency" by clicking on the various offers that popped up on the page was too much to pass up. Unfortunately, what these gamers didn't realize at the time was that the advancement of their virtual characters came at the expense of their own personal bank accounts.

Now, some are fighting back by filing a lawsuit against Facebook and Zynga, the maker of the games. The suit, which is seeking class action status, claims that some offers in the games prompted a series of unauthorized charges or triggered enrollments in programs without the user's knowledge. More than 100,000 people fell victim to these offers, losing more than $5 million, the lawsuit claims.

Among several other examples, the lawsuit cites an IQ test that requires the user to provide their cell phone number. After doing so, some were billed for a text messaging service. Another example from the lawsuit involved an offer that asked consumers to sign up for a "risk-free" trial subscription to a green tea herbal supplement program. Yet somehow that trial became a difficult-to-cancel subscription that every month delivered tea and pills from China.

The only named plaintiff in the lawsuit, Rebecca Swift of Santa Cruz, Calif., said she was charged more than $165 for two months' worth of pills and tea before she was allowed to cancel. She said she first tried to cancel during the trial period, for which she was supposed to pay $5.95 to cover shipping.

In a written statement to WalletPop, a Facebook spokeswoman said the company was not involved in the ad placement and didn't profit from it. She also said Facebook has been working to clear its pages of scam ads and the company is committed to fighting the suit.

"The ads in question appeared in third-party applications, were not from Facebook, and provided no benefit to Facebook," she wrote. "However, we are concerned about any potential threat to our users' experience. As a result, we have, and will continue to, take action against both the ad networks and developers who violate our principles or policies. We do not see any merit in this suit and we will fight it vigorously."

Facebook said it is committed to banning ad providers that deliver content in violation of Facebook "principles or policies" and already has cut off four providers.

Zynga, billed as the most popular social gaming company, is in a different situation. Its CEO had the misfortune of being videotaped explaining that his hunger for cash outstripped his interest in keeping his users from being subjected to unsavory offers.

In the video, CEO Mark Pinkus said: "I did every horrible thing in the book to, just to get revenues right away. I mean we gave our users poker chips if they downloaded this ... toolbar which ...I downloaded it once and couldn't get rid of it. We did anything possible just to get revenues so that we could grow and be a real business."

A Zynga spokesperson said the company would not comment on the lawsuit, but said it will no longer let scam ads appear with its games.

"Our mission is to provide users with the best possible experience. We deeply regret any difficulty this may have caused users and to make sure we continue to offer the best user experience, we took all offers down," a Zynga spokesperson said in an email to WalletPop. "We take our responsibility to our users very seriously and will continue to take steps to ensure they have a fun and positive game play experience."

The Apprentice

An apprentice Shaman life is sometimes thrust upon a sentient intelligent being. Sometimes, the essence is allowed to grow according to the natural laws of physical nature inside the microcosm and allowed to become an active participant in the macrocosm of all that is created by the masters or ancestors who have been enlightened before.

Some are allowed to proceed on the path of enlightenment at their own pace while others shall stumbled over the rocks in the road. The journey is best made while learning in two parts as essence realizing that one belongs in space as a microcosm traveling with other microcosms in side the larger macrocosm of which there are at present the point of origin the spark of essence called inner self as the microcosm.

The inner spark is what we call the energy or light.

Sometimes, this will be due to their master guides challenging their essence while on earth in a body-mind-spirit chalice or Merkaba.

Remember, the life you now lead on earth is for the self and the soul. There is a part of each one of us that strives to return to our soul or to some their oversoul.

I have been asked to assist others who have found themselves in a place where there appears to be no bridge of understanding or caring to get to the other side.

I have also been asked to assist those who are the one’s who have experienced being an abductee.

The best way I can do this for the entire levels of life in the present 7 levels of heaven or paradise is to share the work in words. Some of these words will be my own while to others some will be channeled material.

I am a practicing Shaman. I am considered a Master Shaman based on my lifetime experiences in what we call time and space-time as the past, present, and future.

I am always a student of life among the living. We all are as we pass through this state and stage of the universe on an orb that travels while the universe is expanding inside the various other levels of what we call existence.

Our conscious is changing. Our levels of conscious awareness of life and all that this word “life” entails is part of why we are here, who we are, and where we shall be going when we leave earth and this plane of existence.

I am also a practicing Mystic who was raised with the disciplines and education in the Christian faith and religion in the Untied States of America on the North American continent.

Together we shall mold that which to a novice will be seen through their guides and teachers. A Master Guide such as myself is one who allows others to share in the mystical experiences that would normally be kept secret.

Secrets are very powerful and can give energy and strength to the beholder of the magic or magick of the secret.

There are various levels of energy and extreme understanding that some will address as wisdom and knowledge while others will only see the levels as nonsense and words in order of messages that have no meaning at all. This is why those who have walked the same path as we shall in the future also lived in the past and kept these “Shamanic Journeys” inside their own inner worlds.

Shamans have inner and outer journeys in this place we call earth. We receive guidance from our spirit guides in both inner and outer worlds.

Here are some words in our work that may be of assistance to those who desire to join us in the future in what my spirit guides also called extraterrestrials have offered us to find and use on earth in this journey. TJ.

1. The apprentice novice neophyte shaman shall first learn theory and practice through the messages of the ancestors of earth left in myths and legends.

2. The “Apprentice Shaman” shall learn rituals and techniques of the mentor Shaman Master also known in some work and worlds as the Ascended Master.

3. The apprentice shaman will also be known in and among his/her peers inside the matrix of what we call the microcosm of each body-mind-spirit as the Ascension Center Light Being.

4. The Ascension Center Light Being will also be called to the outside work and world as a “Lightworker”.

5. The apprentice shaman who is also now regarded as a Lightworker shall be raising awareness with the aid and guidance of all higher level guides and masters once they have reached a certain level of being, doing, and having that which is considered the “Holy Spirit” or “Holy Ghost” of which is one part of who we all are as body-mind-spirits.

6. One may call the Christian Mystic’s words of the “Holy Spirit Shaman” by another name as the “Inner Force” or “Higher Power” so not to be caught up in the “Old School” or languages of our ancestors.

7. The Apprentice Shaman Lightworker will agree to experience all that shall be learned through guidance of the Master Shaman and/or Ascended Master by learning all that can be for the good of self and to and for others in the spirit of evocation of meaningful truth as tribal traditions.

8. The Apprentice – Ascension Center Shaman Lightworker will join the tribe of the Shaman practitioners who are only one part of the Ascension Center Metaphysical Institute of Higher Learning of Science and Technology along with the accepted and understood principles and teachings of other artists, creators, educators, and folks.

9. The Lightworker of the Ascension Center as a Shaman Apprentice will learn to cultivate dreams, visions, spirits, dimensions, in both the inner and outer world the microcosm inside the macrocosm of all 7 levels of being inside the Matrix including the Omniverse.

10. By practicing within a tribe and participating with others, one may learn how to become a Master Shaman Lightworker to assist self and others and mediate effectively between worlds and dimensions, both sacred and profound, physical, and ethereal. This is astral and physical.

Depending on an essence and the needs of the microcosm to perform and participate and learning their duties while living on earth, there are some who shall find their way into the guidance of the masters of the Ascension Center.

Theresa Janette Thurmond Morris has been trained her entire earth life to participate in various callings and elections made sure while in earth form we regard as body-mind-spirit to all on earth who remain outside of the understanding of our traditions and principles as Ascension Center Lightworkers. This way of life is a journey of spirits who share in lifetimes of work in the various dimensions we call the 7 levels of heaven…

ACE LIGHTWORKERS – NEW ASCENSION AGE – 12/21/2012New Media-New Politics-New Ascension Center Enlightenment – New TJ I never considered that my upbringing was programming in the Christian world to which I was born. I was actually born into the Southern Baptist Convention or association at birth. I had to go to church because that was how my life was lived with my family as a child. It was not until I became an adult that I was able to choose which churches I would attend. I lived the life I was supposed to and went to Church  like I was supposed too. To me, Church and religion was like school and education. They were expected and how we lived in the South in the USA. I loved my life then and still do now. I simply am not as concerned about attending a church which my husband says are glorified social clubs. Now, I realize that I was drawn to the life I have lived because of my spirit and my new path was one that I chose and created. I was exploring, researching, and learning as I went along. It was not until one day a messenger was sent to me that I had read enough books and had enough personal experiences that I should now teach. It took me another few years before I was approached again by another messenger and was told I was reminded a second time that I was to go and teach those who remained on earth. It was hard for me to understand why I should spend time teaching others when I still did not know what life was all about myself. There were many mystical experiences I still wanted to have and I had not yet learned what was causing them. I now realize that teaching is a calling and one that is highly appraised in other worlds. However, we must first call upon our memories and past life experiences in order to make this world and work a better place for ourselves. There are now people on this planet like me. We are all working together although we may not know who each other are in the body-mind-spirit but yet, we can feel each other’s presence and share in the existence of energy as spirit. This is what we are now calling the Ascension Center Enlightenment. I was given the words Ascension Center by those from above who we call extraterrestrials in some social circles. I am told now that much of my Christian beliefs are tied into that of the New Age Movement. I had never placed a label on my interests I only knew that I was drawn to the New Age books when I entered a book store. No one ever came up to me and explained to me that I should join a church, club, or organization called New Age. It just was something that was out there to explore, research, learn about, and apparently now be called to share in with my lifetime experiences and stories. I have found a home in various places in the world and now am looking for friends to share life with in cyberspace and we use the Internet. My husband, Tom does not want any part of the Internet and Cyberspace. He is not alone. This concerns me because there are so many intelligent beings in the world that are missing the friendship and knowledge that one can find on the Internet.  The way we now live on earth is complicated and requires energy and time for our obligations such as family, and school There are many who are required to spend at least 8 hours a day at a full time and some a part-time job in order to sustain their lifestyles. We all must realize that it is our differences that make us interesting and yet we are all learning what makes us the same and yet different. We shall begin to learn how our piece of the puzzle or shard of glass fits into the big picture of life. It was not until I became willing to share and teach what I knew inside to be my truth about my spirit and my past lives on earth and what I learned from them that I felt like I could reach out to others. It was the friends I found in Hawaii 1989-1990 where I was given the inspiration to become the Founder of the Ascension Center. I was not told that it would be part of something called the New Age back then but I knew that there was such a movement in the books that were written. I use Firefox, and sometimes Bing. I enjoy certain web browsers and creating websites. For now, I shall do what I can to leave my energy behind on the Internet. Please know that when I expire like all others who come to earth that unless certain of my articles are archived and kept by others that all the information will simply fade away. Therefore, if you want to keep some of the information we share on the Internet for your own or your future family members, one might want to learn to keep a copy on disk somewhere in the physical. Books will always be on earth and I know this because there are still copied in space by some who are of the other galaxies for reading. Most are the great classics and stories but who knows, some of us may make a lifetime impression and our works will be kept in space because we may make a difference for those who come to earth and those who travel in space. We can take our memories with us as treasures of our spirit back to our soul and home world. I believe we are only visiting this planet! Some of us are coming forward and admitting that we are committed to sharing our memories which are our accumulated treasures through our spirit incarnate that returns back to our soul Some still regard our spirit as the same as our soul. This is like saying that Christ is God and vice versa. To some, we see the two as separate. This is still a form of theism and pantheism inside our minds with separation and categories. We have new groups on the Internet among our websites, which include our pages, categories, and archives where we keep our memories on our websites. The updates that we make in life now as we live them is what we present as new posts and our stories in life are what we now share on our websites, our blogs, and on some new places we can all access like Facebook and Twitter. It is great that the authorities are allowing us to share the area of our existence that we presently regard as Cyberspace. This place we all meet deals with our making our presence known while we are in body-mind-spirit. Maybe some of us are willing to raise our conscious awareness to greater heights in the Akashic Field that exists beyond the creation of our energy in Cyberspace we use on the Internet for communication purposes.  There is a place we can all visit and agree to new experiences. There are some in the New Age Movement that agree it is time to share more! We call some of those above who come and go in the extraterrestrial visitation spacecraft, ET. Steven Spielberg with his movie ET made this popular. I shall always remember his Close Encounters movie, which changed my life that day. I actually had to be taken to the Emergency Room at a hospital where I learned that many people were brought it the same time due to the premier of the movie in my town called Houston in Texas, USA. I was given a paper bag to breathe into. I was told I hyperventilated. I was changed because I knew it was time to share the truth that in me was secret. I knew that there would be more people who like me who could share their sightings of these spacecraft not of earth origin that many liked to use the word UFO for convenience, which was an acronym for Unidentified Flying Objects. I knew from my past near death experience (NDE) how to have Out of Body (OBE) and it was the movie GHOST with Patrick Swayze and Demi Moore that influenced me once more and changed my life. Life changes through visualization in movies are the major tool that can be used to change the world in which we live. Television is also a medium to change that, which in the past was not in our psyche. Its central precepts revolve around “drawing on both Eastern and Western spiritual and metaphysical traditions and then infusing them with influences from self-help and motivational psychology, holistic health, parapsychology, consciousness research and quantum physics”[2] in order to create “a spirituality without borders or confining dogmas” that is inclusive and pluralistic.[3] Another of its primary traits is holding to “a holistic worldview”,[4] thereby emphasizing that the Mind, Body and Spirit are interrelated[1] and that there is a form of Oneness and unity throughout the universe.[5] It further attempts to create “a worldview that includes both science and spirituality”[6] and thereby embraces a number of forms of science and pseudo-science. According to historian Nevill Drury, the origins of the movement can be found in the eighteenth and nineteenth centuries, particularly through the works of the esotericists Emanuel Swedenborg, Franz Anton Mesmer, Helena Blavatsky and George Gurdjieff, who laid some of the basic philosophical principles that would later influence the movement. It would gain further momentum in the 1960s, taking influence frommetaphysics, self-help psychology, and the various Indian gurus who visited the West during that decade. The third figure whom Drury identified was the Russian Helena Blavatsky (1831-1891); one of the founders of the Theosophical Society, through which she propagated her religious movement of Theosophy, which itself combined a number of elements from Eastern religions like Hinduism and Buddhism in with Western elements. The fourth figure was the Turkish George Gurdjieff (c.1872-1949), who founded the philosophy of the Fourth Way, through which he taught a number of spiritual teachings to his disciples. A fifth individual whom Drury identified as an important influence upon the New Age movement was the IndianSwami Vivekananda (1863-1902), an adherent of the philosophy of Vedanta who first brought Hinduism to the West in the late nineteenth century. ALIEN, ET, UFO, FACTS BRIEF DRAFT

ALIEN FACTS

Aliens are real to this planet and we refer too many of them as extraterrestrials. Being a paranormal writer with real life experiences has given me a life to share and reflect on the changes occurring for our kind on this planet. I am going to share a new place of thought for those who are tired of living in this humdrum existence.

1.) Aliens are those beings who are not born on this planet we call our home.

2.) Aliens utilize spacecraft not of earth origin.

3.) Aliens are called by various names such as extra biological entities or EBEs.

4.) Aliens come in various forms with approximately 68 categorized types.

5.) Aliens have their own agenda.

6.) Aliens come to earth to research.

7.) Aliens are watching earth and those who dwell upon it.

8.) Aliens refer to our species as one of five on planet earth.

9.) Aliens prepare to protect out location in this galaxy.

10.) Aliens consider us one of may intelligent being species in the universe.

11.) Aliens choose some earth beings to communicate with on this planet.

12.) Aliens can use telepathy and other forms of communication.

13.) Aliens are far more intelligent based on evolution and time in space.

14.) Aliens are aware of many who are a warring race of beings.

15.) Aliens who come and go from this planet who have abducted beings do not kill humans.

16.) Aliens who we call Ets are extraterrestrials from other galaxies.

17.) Some beings on earth have been allowed to work with these aliens.

18.) There is a controlling race of humanoids that look like our species on earth.

19.) The Grey types of beings have more than one type as there are several similar types who are considered intelligent beings.

20.) We humans on earth, who are chosen to communicate with these aliens may or may not be aware of all the information that has been shared on earth.

21.) There are some beings on earth born on earth, which may be considered alien hybrids.

22.) The human beings on earth that presently exist may be evolving into a more congenial acceptable being to travel in space.

23.) There has been knowledge given to some beings on earth that have to do with the future communications with other beings in space.

24.) There are some beings on earth who understand being human and being connected with alien or ET DNA at the same time.

25.) There is now an upgrade or ascension process to allow time for the human race to accept the fact that they are beings who were placed on earth from another place in space.

26.) The truth of who the human race is now and has accepted in the culture, education, history, theology, philosophy, psychology of the human race is changing.

27.) Some writers of the UFO Digest, and paranormal topics has been given time to write about general terms and topics to allow time for more beings to accept the changes and truth into their own ways of thinking.
28.) There are changes to occur in general and many can already be seen with the change in thought of extraterrestrials as aliens in space.

29.) The truth is based on earth’s general critical mass acceptance of the overall understanding of who the human race perceives the human species to be in one overall way of thinking.

30.) The truth that is now understood is that alien civilizations exist.

31.) The last two years of writing by TJ was to allow time to absorb the truth that alien civilizations exist. This was the assignment for TJ with UFO Digest.

MAGIC SPELL 2010

Magic Spell of Ets and UFOs Before I Go Under

There are times in life when one needs to reflect on the self and ones inner and outer core experiences of life.

This is one of those times for me because tomorrow morning at 6:45 AM on January 29, 2010, I must succumb to the wills of men and their power over my physical and mental body and me.

I am having surgery where my Essence, my Spirit will be under the Magic Spell of others on earth.

This is always a concern to me. I will explain the Magic Spell of others or men or humankind and what I mean in the worldly terms before the Not of The Earth terms of Ets and UFOs which also put us under their Magic Spell.

I have been told because of today’s technology in medicine based on certain test at the local hospital that I have two gallstones. I am told that I must have surgery. Not that I was having trouble from these gallstones but that I may. I find that a curious way to live. Being a person that has been programmed on earth to have faith in humans and the ways of this world I have learned to trust.

I have been told by other persons that love and care about me in my family such as my mother, husband, and sisters that I should, could, and would have this surgery for my own health. Therefore, I shall believe in others who have done these tests and passed them on to who we call doctors who treat our mental and physical bodies for ailments. I agreed to have this surgery of which I learned about in December, 2009.

It is now a new year and January, 2010 which is a new day, a new time, and a place where I feel alien. Time is simply a way to mark our calendars on earth with how much time we believe we are allowed to exist in physical and mental form. Time is of the Essence in more ways than one.

We all know that our Will and Intelligence exists. We all know that our thoughts are our own at least in this time that we call reality in this present time on earth in the year 2010.

But, We should also ALL SENTIENT INTELLIGENT BEINGS should, could and would know this; That we are more than just our Will and Intelligence that is housed temporarily in our vehicles that we call our cerebral and nervous systems inside our physical and mental bodies.

We are more in the way of Essence, Spirit, and Soul.

To many, they recognize that this world is filled with direct opposites such as man and woman, day and night, light and dark, sun and moon, and so on and so forth.

I propose to all members of the entire human race that we are all the same in some ways as we are all connected as a collective intelligence with plant and animal life of all forms of intelligent life forms What befalls one befalls the other as in direct opposites and for every action there is an equal and opposite reaction in Science and in Spirit.

The History of Science allows us to examine things, and life on earth, and to take things a part and put them back together in the smallest forms including the radiant energy in all things including in Quantum Physics and Quantum Mechanics that is the Theory that energy exist in all things in discrete units.

Putting faith in my fellow humankind to watch over my mental and physical bodies in regard to my cerebral and nervous systems puts me in a very delicate position called faith and trust in my fellowman or fellow persons. There will be both male and female with me during this surgery.

Another part of the equation that many people on earth do not think about but is a common factor is the belief in a higher power that controls all life through names such as angels, guides, Gods, and whatever other name we may call the higher powers such as the Masters of Jesus or Mohammedan. Nature is also a higher power and can exert powers upon us that come in the form of calamities and cataclysms that offer us laws of nature that we must respect and abide by. The laws of nature and learning these laws are part of our journey as intelligent beings while we are allowed to spend time on earth.

I have learned this lesson of going out of body while under anesthesia. This is a lesson that I seem to have to deal with over and over again in this life which makes me wonder about my past Karma and procreations and reincarnations.

Why must I continually be put under others care while having surgery performed in this life time. I understand that we are not our mental and physical bodies. I learned this lesson with my past placenta prevea experience and my present life situation of out of body flights when I sleep.

The point I desire to make to many who have followed my story as an ET Contactee all through my life from the time I was born until now, is this.

I know that there are personages that we call higher intelligent beings who watch over us. I know without a doubt that when I go under anesthesia tomorrow that I shall see some of these beings that some call Angel Gabriel for lack of better work and words. This Qabalistic way of thinking for me is the best way I can describe the difference between those of the spiritual world versus those of the Extraterrestrial World. They to me are the same in some ways and different in many others.

Just as I know I have been other personages on earth prior to this lifetime. I learned of this when I was out of body.

Not everyone has to learn of the Magic Spell of the Greater or Higher Laws on this plane of existence in this dimension in time but apparently, this is one of my lessons to share.
My surgery is timely because of the State of the Union speech by President Obama last night which happened to be on January 27th the exact day I left my body in 1974.

I died on the operating table and left my cerebral and nervous system, mental and physical bodies to explore the ephemeris and what happens after life after death. This experience is part of who I am today and will be part of me when I leave this plane or dimension once again.

My mission is to educate others about life and to share in what I know. This was part of my deal to return to earth in 1974.

There was a 40 year opening in time at one time before I arrived here on December 26, 1951. I know about the way that we can come and go in this world and how some of us can see extra terrestrials and UFOS or unidentified objects the same way as I know that all crop circles are not manmade.

There is still magic in this world and it is not manmade. For one thing we can create magic ourselves in the collective conscious.
The Akashic Field and the Theory of Everything has to yield to the higher powers of life and that humankind is not in control as much as we would like to think.
We must yield to the energy of life and learn to go with the glow and the flow of life and energy and keep exploring it’s rudiments and waves and ebbs and flows.
Life is about learning to stay in the conduit of that which we are provided. Like being in a sled in a slalom race we must butt our heads against the left side and then the right side and finally learn to stay the course in the middle. Everything in life is about learning moderation.

I did not ask through my mental and physical bodies or will and intelligence to have these gall stones. I know this in the very being of my soul which is where my spirit is housed. I know that my spirit and soul is not my intelligence or will but that these two things are part of the vehicle of which I drive in my cerebral and nervous system which are all parts of the wiring of my vehicle while here one earth.

There are Extraterrestrials who come and go from this earth plane of existence in this reality in their own vehicles much like ours with physical and mental, and cerebral and nervous systems.

They are also intelligent beyond our knowledge and have come from far away galaxies to explore our lives here on earth. The past history of our kind has to do with our arrival here on this planet when some of our kind was once a part of another system and some of us are the DNA children of those who once existed on MARS.

There is much I know due to my experiences on earth. I am appreciative for coming to this plane of existence for all that I could learn and increase my own existence and call it intelligence for lack of better words.
I am thankful that I was allowed to communicate with others and that I was allowed to have a physical and mental body to explore existence with others in this level, in this time, and in this place.

I desire to share that there is no more existence of why we are here in this place at this time other than for training purposes. I leave this to those who may be of my kindred spirit and desire to understand the training in Magic Spells.

Ethical Procurement
Ethics dictates that business be conducted with integrity, fairness, and openness, which require open communication within and among both buying and supplying organizations, ensuring a competitive procurement, and thereby give any organization a chance to compete for contracts and win. It seems like a week does not go by without one hearing a story demonstrating lapses in business ethics stories, where lucky contract winners share close friends in strategic places, as was the case of Halliburton, which was awarded billions in federal no-bid contracts during the years when Dick Cheney was its chief executive officer (CEO).
Recognizing this longstanding problem of competitive procurement becoming the exception, the US government launched the Federal Acquisition Regulation(FAR) more than twenty years ago, to help federal agencies manage procurement more efficiently. FAR is an official document setting forth procurement policies and procedures that US Federal agencies should follow when soliciting offers (bids or proposals) for goods, products, services, or construction from qualified suppliers. Rules are delineated into eight chapters:
General Information, Definitions, Practices, and Administrative Matters
Competition and Acquisition Planning
Contracting Methods and Contract Types
Socioeconomic Programs
General Contracting Requirements
Special Categories of Contracting

Clauses and Forms
In response to competition becoming the exception rather than the rule in procurement, Part 6 of the FAR, Competitive Requirements, incorporated the Competition In Contracting Act (CICA). It seeks to establish full and open competition (FOC) as the standard, in order to eradicate partiality, favoritism, political lobbying, and bribery.
In light of these corporate scandals and the heightened scrutiny over corporate practices, FAR will have a greater impact on business. It contains key elements that all organizations should be aware of, whether they are conducting business with a government agency, or with private entities. Using the policies and procedures outlined by FAR, we will
define what exactly is a competitive procurement, its purpose and benefits;
present the different competitive and non-competitive procurement methods and their supporting processes; and
detail the two key procurement methods:
Invitation for bids (IFB), and
Request for proposals (RFP).

The purpose of competition is to benefit your enterprise, and competition should not be promoted for the sake of competition. Indeed, in some cases, it may cost more to enter into a competitive procurement to do business directly with a supplier because of the unicity of the requested products, theinadequacy of other sources, the immediacy of your needs, or the emergencyor legitimacy of circumstances. In other words, competitive procurement should be promoted pragmatism, with other methods thus becoming exceptions.
Competitive procurement is the contractual acquisition (purchase or lease) by an organization of any kind of asset, whether material (goods, products, or construction) or immaterial (services) with appropriated funds, enabling all deemed responsible sources to compete in a fair and open environment. Competitive procurement is also known as full and open competition (FOC), orcompetitive solicitation.
While procurement is supposed to bring fairness, impartiality, transparency, and suitability to corporate practices, a competitive procurement process will ensure the highest level of openness, thus maximizing the suitability of the requested assets or services, and the best return on investment (ROI).
