Understanding More About Men In Black

Once one becomes one of the “Old Guys” as those mentioned in the movie “Men In Black”, one finally understands the importance of having the “Sheep Skin” that so many fortunate upper crust scholars own in the world.

There are plenty of us “Old Guys” left over from the 20th Century. If you are born before or after 1947 then you are definitely one of us “Old Guys.” At least as far as the younger generation is concerned.

I am speaking in generalities for the benefit of my readers on the Internet or what some of call the “WEB of Intelligence Online”. The Web is where we in the intelligence field analyze various etymology, words, and lexicons of the world as it changes on a daily basis.

Each day that the world spins and makes it’s revolution allowing day to turn to night in the 24 hour period brings a new 24 hour period for earth and the inhabitants.

We have so much information coming in from the metaverse that we cannot all contain the information in our personal heads. Therefore, we have created a futuristic new way of sharing information through the assistance of our computers and information archived, and stored electronically.

We “Old Guys” who once were Men In Black need this information and new way of retrieving this information.

Our governments pay various personnel around the world to assist in recognizing what information is contained. We pay analysts to collect the data and to assist in obtaining all information to put into groups. The groups are pigeon holed so to speak into groups, categories, topics, and we look for key words. One of the latest and greatest things about the information retrieval system is that we can now rely on more individual people around the world.

We have all become Men In Black.

Every individual who has access to any gadget electronic such as a phone, recording device, and shares information on a computer or similar gadget with the inner structure of information we now hold and refer to as the Internet, Web, and Online are all three words for the new source. The new source is the body of what science fiction writers once regarded as “Big Brother”.

Writers write and Bloggers blog and now there are various companies that are making a profit off all our information provided on the Internet. That’s right. Some of those in charge of our Free World are capitalizing on information provided by some of the most innocent of users in chat rooms, using electronic mail, and creating blogs.

Most of us who have been brought up to understand the “Old World” as the “Old Path” of intelligence remember when we had no Internet. There was no Web or “Online”.

We are all accepting of the Internet Highway and see it as sort of an Interstate Highway of information. So do our governments around the world.

This is why all governments in all countries and nation states around the world are scrambling to support the 21st century with all the technological communications gadgets.

Plus, all children born since “Windows 95” are aware of the Internet and how it works if they are old enough to understand that the computer is there for their use. There are families all over the world that are making sure that their children can use a computer keyboard. There are toy makers that offer computer type games and toys for children.

Many children today are using computers in schools. The education system that deals with sharing the world and intelligence as knowledge and information awareness is responsible for offering the critical mass populace in the world more awareness.

The awareness of our world is important for all beings to share.

This sharing of information is how we accept our world, our knowledge, and our future for our critical mass population on earth.

We want to share each other’s world and become familiar with others who are sentient intelligent beings. Sharing and networking information and learning about our world and all beings that are in it is important to our own survival.

The future of how we will create our health and prosperity for all depends on how well we all desire to work together. This is called people synergistically involved. This is what the Internet offers all beings in the world.

We should do all that we can to undertand that those who were once only thought of a select few who gathered information and intelligence for our governments regarding the world and other worlds is now among us.

We are all becoming those who were once only thought of those who kept the information of aliens and UFOS from the general public. At one time in the world, before the Internet, it was easier to keep information contained and what we in the intelligence work and world call compartmentalized.

Now, we are all lucky enough to still be living on earth to see the world change into one vast virtual reality other dimension of intelligent life awareness with actual information intelligence and human intelligence gathering.

The mission of the National Clandestine Service (NCS) is to strengthen national security and foreign policy objectives through the clandestine collection of human intelligence (HUMINT) and Covert Action.

We are…specialist technical officers assigned around the world, meeting regional requirements for clandestine collection, conducting audio and video surveillance, providing secure communications for CIA assets, and training liaison services on technical subjects…

We are…technical operations officers stationed along with National Clandestine Service officers in the field, advising and assisting them on the full range of technical operations and how they can augment, and confirm aspects of their tradecraft…

Public Communications
OPA considers the American public our primary customers, and the public’s thirst for knowledge about CIA is evident by the large volume of letters, phone calls, e-mails, and faxes the we receive each year. The Public Communications Branch (PCB) staff is responsible for responding to those public inquiries as promptly and responsively as security considerations allow. You may contact us by mail, phone, or fax during our normal business hours Monday through Friday between 7 a.m. and 5 p.m. US Eastern Standard Time. You can also contact us anytime by e-mail via our comment form.
As part of its outreach efforts, PCB provides briefings about CIA and its role in the Intelligence Community to groups from colleges, universities, civic organizations, other government agencies, and foreign affairs organizations. PCB receives so many requests that, due to staffing limitations, it must evaluate them on a case-by-case basis so as to reach as many diverse groups as possible.
Internal Communications
Our greatest advantage is the men and women who comprise CIA. While many work in secrecy, it’s imperative they can access timely news and information affecting their professional lives and working environment. Using different methods, the Internal Communications Branch (ICB) keeps the work force informed in the most immediate way possible.
ICB produces print and electronic format newsletters several times each week, so CIA employees know the latest workplace events and news. The branch is constantly developing and implementing new ways of delivering information using the latest technologies. For example, most employees can now watch in-house t.v. channels bringing live special events, announcements, international news, and training presentations via their computer screens. ICB works with other CIA offices, adding additional channels, providing more programming choices, and working so overseas employees might receive the same or similar programming.
Community Relations
The CIA believes in maintaining strong community ties with local elected officials, law enforcement, public safety departments, and residents of the communities surrounding Agency facilities. OPA takes the lead in the Agency’s community outreach efforts.
Many Agency employees regularly volunteer to speak in local schools, judge at science fairs, and participate on a variety of educational outreach partnerships with local schools.
Special Event & Guest Planning
OPA plans and conducts special events for CIA guests, including pre-event publicity, media coverage, and televised coverage for employees. Past events include the CIA’s 50th anniversary celebration in September 1997 and the ceremony commemorating the designation of Agency Headquarters compound as the George Bush Center for Intelligence in April 1999.
OPA collaborates with other CIA offices to welcome and accommodate the Agency’s guests.
CIA Publications
CIA publishes many items which are publicly available.
PCB publishes CIA Today, a fact-filled brochure; Intelligence Literature; a suggested reading list; and CIA Maps and Publications Released to the Public, a comprehensive list of publicly available CIA items.
The Directorate of Intelligence (DI) produces the Agency’s most popular publication, The World Factbook. It contains thousands of statistics on most foreign countries. The DI also publishes Chiefs of State and Cabinet Ministers of Foreign Governments, listing current government officials for each nation, and a variety of different publications. Both are updated on-line frequently.
The Center for the Study of Intelligence (CSI) publishes books, such as CIA and the Vietnam Policymakers: Three Episodes 1962-1968; monographs, such as The Final Months of the War with Japan: Signals Intelligence, U.S. Invasion Planning and the A-Bomb Decision; and unclassified editions of the journal Studies in Intelligence. Many publications are available on this Web site, and can be subscribed to or purchased. 
Internet and Intranet Communications
OPA coordinates with many CIA offices represented on our World Wide Web site about policy, design, and content issues. The Office of Public Affairs hosts and manages CIA.gov and ensures information is posted as soon as possible after it becomes available.

The Office of Public Affairs (OPA) has existed in one form or another since the Agency’s inception in 1947.
The Director of OPA serves as spokesperson for the CIA. He reports to the Director of the CIA, providing public affairs support and acting as senior adviser for media and public policy issues. He oversees the daily operations of communicating with the media, the general public, and CIA’s workforce.

Media Relations
To provide the American people with accurate information about CIA, its mission, and our employees’ contributions to national security, the Media Relations staff works daily with print and broadcast journalists. This Division’s objective is to be as helpful and responsive to the media as possible, while protecting classified information, including intelligence sources and methods. To accomplish this, the Media staff establishes professional relationships with print and broadcast reporters, responds to press inquiries, develops media strategies in advance of newsworthy events or announcements, prepares press releases, and provides background briefings for U.S. media. They also keep the Director and senior management informed of prospective and breaking news stories about CIA, including stories that could put Agency officers or operations at risk. They support the Director of CIA in media contacts by assisting.

Intelligence Analysis is the process of taking known information about situations and entities of strategic, operational, or tactical importance, characterizing the known, and, with appropriate statements of probability, the future actions in those situations and by those entities. The descriptions are drawn from what may only be available in the form of deliberately deceptive information; the analyst must correlate the similarities among deceptions and extract a common truth. Although its practice is found in its purest form inside intelligence agencies, such as the Central Intelligence Agency (CIA) in the United States or the Secret Intelligence Service (SIS, MI6) in the UK, its methods are also applicable in fields such as business intelligence or competitive intelligence.

Trouble in FarmVille: Facebook, gaming company face lawsuit over deceptive ads

For the players of Mafia Wars, Vampires, FarmVille and a handful of other Facebook games, the temptation of earning "virtual currency" by clicking on the various offers that popped up on the page was too much to pass up. Unfortunately, what these gamers didn't realize at the time was that the advancement of their virtual characters came at the expense of their own personal bank accounts.

Now, some are fighting back by filing a lawsuit against Facebook and Zynga, the maker of the games. The suit, which is seeking class action status, claims that some offers in the games prompted a series of unauthorized charges or triggered enrollments in programs without the user's knowledge. More than 100,000 people fell victim to these offers, losing more than $5 million, the lawsuit claims.

Among several other examples, the lawsuit cites an IQ test that requires the user to provide their cell phone number. After doing so, some were billed for a text messaging service. Another example from the lawsuit involved an offer that asked consumers to sign up for a "risk-free" trial subscription to a green tea herbal supplement program. Yet somehow that trial became a difficult-to-cancel subscription that every month delivered tea and pills from China.

The only named plaintiff in the lawsuit, Rebecca Swift of Santa Cruz, Calif., said she was charged more than $165 for two months' worth of pills and tea before she was allowed to cancel. She said she first tried to cancel during the trial period, for which she was supposed to pay $5.95 to cover shipping.

In a written statement to WalletPop, a Facebook spokeswoman said the company was not involved in the ad placement and didn't profit from it. She also said Facebook has been working to clear its pages of scam ads and the company is committed to fighting the suit.

"The ads in question appeared in third-party applications, were not from Facebook, and provided no benefit to Facebook," she wrote. "However, we are concerned about any potential threat to our users' experience. As a result, we have, and will continue to, take action against both the ad networks and developers who violate our principles or policies. We do not see any merit in this suit and we will fight it vigorously."

Facebook said it is committed to banning ad providers that deliver content in violation of Facebook "principles or policies" and already has cut off four providers.

Zynga, billed as the most popular social gaming company, is in a different situation. Its CEO had the misfortune of being videotaped explaining that his hunger for cash outstripped his interest in keeping his users from being subjected to unsavory offers.

In the video, CEO Mark Pinkus said: "I did every horrible thing in the book to, just to get revenues right away. I mean we gave our users poker chips if they downloaded this ... toolbar which ...I downloaded it once and couldn't get rid of it. We did anything possible just to get revenues so that we could grow and be a real business."

A Zynga spokesperson said the company would not comment on the lawsuit, but said it will no longer let scam ads appear with its games.

"Our mission is to provide users with the best possible experience. We deeply regret any difficulty this may have caused users and to make sure we continue to offer the best user experience, we took all offers down," a Zynga spokesperson said in an email to WalletPop. "We take our responsibility to our users very seriously and will continue to take steps to ensure they have a fun and positive game play experience."

Ethical Procurement
Ethics dictates that business be conducted with integrity, fairness, and openness, which require open communication within and among both buying and supplying organizations, ensuring a competitive procurement, and thereby give any organization a chance to compete for contracts and win. It seems like a week does not go by without one hearing a story demonstrating lapses in business ethics stories, where lucky contract winners share close friends in strategic places, as was the case of Halliburton, which was awarded billions in federal no-bid contracts during the years when Dick Cheney was its chief executive officer (CEO).
Recognizing this longstanding problem of competitive procurement becoming the exception, the US government launched the Federal Acquisition Regulation(FAR) more than twenty years ago, to help federal agencies manage procurement more efficiently. FAR is an official document setting forth procurement policies and procedures that US Federal agencies should follow when soliciting offers (bids or proposals) for goods, products, services, or construction from qualified suppliers. Rules are delineated into eight chapters:

Competition and Acquisition Planning
Contracting Methods and Contract Types
Socioeconomic Programs
General Contracting Requirements
Special Categories of Contracting

Clauses and Forms
In response to competition becoming the exception rather than the rule in procurement, Part 6 of the FAR, Competitive Requirements, incorporated the Competition In Contracting Act (CICA). It seeks to establish full and open competition (FOC) as the standard, in order to eradicate partiality, favoritism, political lobbying, and bribery.
In light of these corporate scandals and the heightened scrutiny over corporate practices, FAR will have a greater impact on business. It contains key elements that all organizations should be aware of, whether they are conducting business with a government agency, or with private entities. Using the policies and procedures outlined by FAR, we will
define what exactly is a competitive procurement, its purpose and benefits;
present the different competitive and non-competitive procurement methods and their supporting processes; and

The purpose of competition is to benefit your enterprise, and competition should not be promoted for the sake of competition. Indeed, in some cases, it may cost more to enter into a competitive procurement to do business directly with a supplier because of the unicity of the requested products, theinadequacy of other sources, the immediacy of your needs, or the emergencyor legitimacy of circumstances. In other words, competitive procurement should be promoted pragmatism, with other methods thus becoming exceptions.
Competitive procurement is the contractual acquisition (purchase or lease) by an organization of any kind of asset, whether material (goods, products, or construction) or immaterial (services) with appropriated funds, enabling all deemed responsible sources to compete in a fair and open environment. Competitive procurement is also known as full and open competition (FOC), orcompetitive solicitation.
While procurement is supposed to bring fairness, impartiality, transparency, and suitability to corporate practices, a competitive procurement process will ensure the highest level of openness, thus maximizing the suitability of the requested assets or services, and the best return on investment (ROI).
